I travel full time and often have to hotspot for internet access. Sometimes FaceTime, on my Mac, uses way too much of my data. Is there a way to limit my FaceTime data consumption? I would much rather sacrifice quality than spend 7gb of data for a two hour FaceTime.

I see. The assumption I made was that you were using an iPhone to hotspot to the Internet. With a Mac you would be using a connection to your router onwards to your internet provider which, normally, provides much more data than a phone plan so no, I can't find anywhere that makes this possible.
There is. In Use Low Data Mode on your iPhone and iPad Apple mentions that with Low Data Mode set FaceTime will work with an optimised bitrate for lower bandwidth.

Is there anything specifically for the MacBook? I’m not sure this option works when using FaceTime on Mac OS. I’m sure it works fine on iOS.
