My Mac is stuck syncing with iCloud after enabling Desktop & Documents folder sync

My Mac has been stuck for at least a week with syncing my Desktop and Documents folders to the iCloud. I have more than enough space on iCloud, a stable internet connection, I toggled iCloud sync for Desktop & Documents on and off, updated my Mac to the latest software but nothing works. Some applications that must access files inside the folders cannot reach the files.
