Instagram can’t access photos

When trying to upload on insta it says to enable access to photos. However when going to settings the only options for photo access either say ‘none’ or ‘add photos only’ rather than limited access or full access. I have the add photos only enabled but still won’t let me upload anything.

If anyone has a way this can changed please help!
