Cannot re-install High Sierra after reformatting partitions?

After reformatting/partitioning the drive, I am now prevented from reinstalling macOS by some kind of security setting.


It seems to want administrator authorization, but since I deleted all admins when reformatting the drive, that is no longer possible and when starting with CMD+R, it does this


what in the world can I do?
