Apple TV Top Right menu opens automatically twice after Power up

On the latest major update (17, I believe), the there is now a better redesigned menu on the top right that includes a power off button, sleep timer, etc…

The problem is, why does it pop itself out TWO different times after every power up? 75% of the time it pops out right as I select an app or show and I inadvertently select power off from that menu and then I have to power it up again and wait for it to pop out twice so I don’t have to do the same dumb thing again. I’ve grown tired of doing this.

Does anyone know the purpose of this menu popping out TWO times in succession on its own after power up? And the obvious follow up… is there a way to disable this behavior.
