MacBook Pro Touchpad clicks even when tap to click setting is off

If I just touch the touchpad it clicks. I have turned the tap to click setting off. In fact, I have turned all the settings off on Touchpad preferences. I have also tried playing with the Click settings (light, medium, firm) and nothing works. This has happened in the past from time to time, and the issue was revolved by restarting the computer. However, this time, restarting isn't helping. Suggestions? MacBook Pro 13 inch 2020; macOS Big Sur.

Sometimes the issue goes away from a minute or two, but then suddenly the issue returns.
