ICloud Photos

Photos on my Laptop are not currently synchronizing with my iCloud that gets photos uploaded from my iPhone. How do I correct that? The last photos i have on my Laptop are from mid May 2023.

The only solution I found was to login into icloud.com and upload the photos from my Windows Laptop manually once a week. I have tried for about 3 months now and can't get my Windows icloud app to upload anything to the cloud so you can see them across all my devices like they say. I even got Google Fiber and wired the internet connection into it just incase it was an internet connection issue but that didn't fix it either. The main big problem I ran into was having duplicate photos because I could never tell which photos had and hadn't been uploaded each week so I just guessed on the side of caution by uploading more than I should each week, but luckily I have a MacBook too and the Photos app on their has a merge duplicate photo function that I use each time. Once the photos from the Window laptop were uploaded via iCloud.com though, they synced incredibly fast to all my Apple devices. I have just come to the conclusion that iCloud just does NOT work on anything running Windows.
