My iphone12 won’t let me set up Face ID had on before , it stopped working and won’t let me reset or set up again

In many cases, this indicates a hardware failure.

I’ve had the same problem for quite a time. I followed all Apple’s support steps and nothing fixed it.

I took it to the Genius Bar and their diagnostics determined a problem with the true-depth camera.

The battery has to be replaced with it.

Out of warranty cost is $249.
