Safari won't scroll on MacBook Air

Some (but not all) websites won't scroll on Safari. They work fine on Chrome and Opera.

Anyone have a suggestion besides switching to another browser?

MacBook Air running Sonoma 14.1.1, Safari 17.1.

This problem started after I updated the OS and Safari, so I don't know which caused it.
