Have you forced a restart, as mentioned above? This: Force restart iPhone - Apple Support

If you have not done everything, then what is the error message received when you try to download?

Which iOS version?

Do the downloads fail on one Wi-Fi or cellular network, or on any connected network?

If you have any add-on security apps, or add-on VPN apps, or similar apps, remove all of those, restart, and test again.

If you have insufficient free space on your iPhone or iPad, delete or relocate some of what is occupying the local space.

If the iPhone or iPad is associated with a school or business and is managed or supervised, contact the IT organization that is managing it for assistance.

We will need to more information in order to help you. What are you trying to download - documents? Apps? ? What happens when you try to download? Is there an error message. If yes, what does it say. A specific example or two would be great.
