Recovering a deleted Apple ID email address

I had two Apple ID’s because I made a new email and I tried to merge them by adding the new ID to the original ID in the settings. It wouldn’t let me merge them. I deleted the new Apple ID so that I could add it to my old Apple ID as an additional email but it said the email address is not valid. I looked it up and found out that I’ll never be able to use my new email address ever again as an Apple ID or add it to any other ID which is what I was trying to do which also means that I deleted all of my new data for nothing. Is this true or does anyone else have any insight or information that could possibly help me add my new email back

No, once your Apple ID is deleted, you can't use the email address that you used with it to create a new Apple ID. In addition, you can't use that email address with another existing Apple ID except as a rescue [notification] email. Also, if your primary Apple ID email address is with a Custom Email Domain, it can never be reused to create an Apple ID after your Apple ID is deleted, even if the domain ownership changes."

By the way, you should have done as instructed here: Change your Apple ID - Apple Support

but it is too late to do that now with that email address.

In addition, Apple does not have a formal method to merge Apple accounts. You can get a good bit of the way there using various methods but that would cause this reply to be too long to post here so I won't bother unless you really want to know.
