In addition to signing up as a developer, you're going to need a much newer iPhone than the one that one of the other posters has.

An iPhone 6 Plus cannot run iOS 13 – let alone alpha/beta versions of iOS 18.

Downloading an Update:

You can install an update(as long as it is an option for your device). As for downloading it, you might be able to get it in an update library: Apple Security Releases - Apple Support

If there is a newer version of IOS available for your device it should show up without much hassle. You can check to see what's available by going to Settings>General>Software Update.

You didn't say which device you're using but this chart should help you figure out the highest IOS version your device can run. I suspect you're on an older device that is already running the most recent IOS that it can run. Check the chart linked below to find out.

Then sign up as a developer, pay the fee and download the developer version.
