Syncing iPhone and Apple Music - weirdness ensues

When I turn sync, it appears to be trying and then turns syncing off and I get the following comment:

Sync libary not enabled.  Syncing Libraries would put you over the song limit.  delete music from this iphone and tray again or delete the other library and replace it with this one

I have:

-turned the phone on and off

-deleted the music app and reinstalled

-turned off music on the iCloud and then turned it back on

-on my computers I have roughly 92,0000 songs in Apple Music so it should work.

The advisors are not sure what to do and find this very interesting.
