I’m on a iPhone X and they don’t have iOS 17 on iPhone X and I wanted to make a custom ringtone in GarageBand as I was about to download it it said it’s only iOS 17 supported what do I do?

If you have downloaded Garage Band previously with the same Apple ID as the one on your iPhone, you can re-download a compatible version from your app store purchase history.

If you have not downloaded Garageband before, then there's is no way for you to download it now. The current version requires iOS 17.
