Troubleshooting Changing Country/Region:
Have you relocated? If so, you need to zero-out your balance to make the change. Note that all purchased Apple Store items will be lost, if changed. So, if you are just visiting then let things sit, and don't change it.
Zeroing-Out the Balance:
Purchase something that is more than what is in your account. Or, contact an Apple Rep over-the-phone, requesting assistance, asking that they zero-out the balance, then change your location to where it should be..
