It used to work on my old Intel MacBook Pro with Monterey. On my new Air it won't appear as a device in Bluetooth settings. The "connection" led on the mouse is flashing. I've tried replacing the battery, turning the mouse and the computer on and off, and so on, to no avail.

It looks like Logitech has you long press the pairing button until the LED starts blinking rapidly to enter pairing mode:

You would then follow the steps to add a Bluetooth accessory for your Mac:
Connect a Bluetooth device with your Mac
When you're in System Settings > Bluetooth, how long have you waited for the mouse to be discovered? It might take a minute or so to appear.
If you haven't already, try restarting your Mac:
