My Safari icon disappeared from my iPhone 12 pro max. I think I’m using system seventeen The Safari icon is also missing in my App Library. When I go to download it, a Safari wheel comes up and below it says open as if it already exists on my phone. I need serious help…please.

It's not quite clear to me if you followed those instructions exactly as written and I don't intend to reiterate something you already tried. Please confirm you're following those instructions.
In any case you do not need to open the App Store and download (or open) it from there. If that's what you're doing it's the wrong way to go about fixing it.
