i try connect the apple watch after reset belong to the owner to my iphone but its still going to ask about the icloud password of the owner but i need to unlock

If it still needs a password then they did not unpair it correctly. Erase does not remove activation lock.
Ask them to go to https://icloud.com/find and remove it from their account, or take it back and get a refund. There is no way round removing activation lock.

Without the previous owner unlocking it, absolutely no chance
