After updating to IOS 17 my text messages are not working

After upgrading to 17.3 my iMessages app receives messages, but no matter who it's from I get "Message Send Failure" when I attempt to reply.

1) Yes I've tried restarting the iPhone (It's a 13)

2) No, there don't seem to be any later updates to apply

3) No, it's not closing the app; It's just giving me the "Message Send Failure"

4) Yes, it's connected to my Home Wi-Fi network

5) Yes, the "Send as SMS" button is ON

6) Yes, the Cellular Data is set to: Primary

I stopped by an Apple Store today and the technician at the front door took it and made a couple of changes "under the hood" in the "Messages" section and got it working again instantly! Kudos to the guys in the store!!

I have the latest update to IOS on my I-Phone 10. Afterwards, the message app failed to load and run. Then when I went to restart the I-Phone per the tech recommendations, the two button method of shutting down failed. Recommendations?

It appears that 17.3.1 fixed it.
