Safari, IPv6, URL Support

I'm trying to start the implementation of IPv6 on my LAN, but man is it difficult. I have my router set up to receive an IPv6 address from my ISP (StarLink) and it is getting an assigned address. On my MacBook I can go to network settings and see an IPv6 address, and it lists the IPv6 address of the router as well.

But, I should be able to reach the router using Safari and an IPv6 URL...but nope.

For example, to access the router listed in the network config I should be able to do something like....

http://[fe80::abc4:b7ff:fe94:abc4]/

Which is supposed to be a valid IPv6 URL (I've changed the hex values). But Safari times out. So does Chrome. Any ideas?
