Restore photos from iCloud

I have 535 GB for my iCloud photos and just upgraded to 512 GB phone. I chose the option with optimizing solution. However, it takes forever to go to step syncing from iCloud. I am just able to see recent 1600ish pics and vids from this June. I want to at least see optimized version of all my photos in iCloud. The status is always syncing 1200 items to iCloud; this status took two days already. Also with recent restoring from iCloud, a random picture appeared in my latest picture: a white page with word BIN. The format is “ispRegDump”. I don’t know is this something went wrong with iCloud or where this pic comes from.

You'll need to be sure you have a reliable Wi-Fi connection with good signal strength to allow this process to complete. The time it takes can vary based on how many photos and videos you're wanting to view on your iPhone and the speed and reliability of your network connection.
