This has been answered elsewhere, but in redundancy, you cannot get a newer version of Safari for Catalina as the operating system is no longer receiving updates. If the Mac is working fine and serves all of your other needs, then you can continue to use it and just switch to Firefox 118.0.2 or later or the current Brave browser. These maintain current security protocols that Chase Bank expects.
