Not able to make in app purchases!

I have money in my Apple ID account (not Apple Cash) that was recieved via a gift card. I am able to use the money to purchase and download apps through the App Store, as well as buying iCloud storage, but i cannot use the funds on in app purchases! Can someone please tell me how to fix this?
