Why am I being asked to verify payment method in order to install apps I can’t download any apps at all

You generally need to have a payment method on file even to download “free” apps.
You won’t be charged for downloading a “free” app, but a lot of those have “in-app purchases.” If you make any of those, you will be charged real money for those.
