Two Thoughts:

• Damaged Lightning or USB-C Port, Maybe?:

The port may be damaged, and as a result, changing is not able to occur. So, see about getting this serviced.

• Which Cable to Use?:

Based on personal experience: If it were the charger itself, then try going brand-for-brand(Apple-for-Apple), though not necessary, it has increased trustworthiness.

To fix this issue using this method, you will need to use Recovery Mode. The process would require the latest version of iTunes/Finder on your PC/Mac.
