I got the iPhone 15 Pro Max on release day (so 3 weeks) and i had Optimized Charging on my previous iPhone 14 Pro Max and it would work fine however, my new iPhone it is not. All location settings are on and the option is enabled. Anyone else having this issue? It is a bug?

The additional details below may help with the Optimized Battery Charging feature:
Optimized charging is designed to engage only in locations where you spend the most time, such as your home and place of work. The feature doesn't engage when your usage habits are more variable, such as when you travel. Because of this, some location settings must be enabled for Optimized Battery Charging to activate.* None of the location information used for this feature is sent to Apple.
Follow these steps:
• Go to Settings > Privacy & Security > Location Services and turn on Location Services.
• Go to Settings > Privacy & Security > Location Services > System Services and turn on System Customization.
• Go to Settings > Privacy & Security > Location Services > System Services > Significant Locations and turn on Significant Locations.
* Optimized Battery Charging needs at least 14 days to learn your charging habits, so it won't engage before then. Also, your iPhone needs to experience at least 9 charges of 5 hours or more in a given location for Optimized Battery Charging to engage.

Thank you for the information. I did come across this article a few weeks ago and ensured that all 3 location services are enabled and the phone charges every night from 9PM to 5:30-6AM so it meets the threshold i have even tried a factory reset of the phone. Apple help!
Me too. It was working perfectly fine with my iPhone 13 pro max with exactly the same settings of my 15 pro max (transferred my files during set up). On my iPhone 13 pro max it took 1 month before it activate, 1 months of charging my phone overnight keeping it 100% hurt my battery. I dropped 1% of battery health in just 1 month of use. Apple is so smart in making money. Today is my 20th day of using iPhone 15 pro max. I will not be surprise if my battery health will dropped in the next few days.
