Safari on my iMac not connecting

After the latest upgrade to Sonoma 14.0 my Safari gave me a message about not being able to connect through iCloud Private Relay. I had never heard of this. I turned Private Relay on and now it says that it can't connect to the server. My computer shows that there is a wifi connection. I tried restarting the computer, but that hasn't helped. I left the network and rejoined it. That didn't help. I can't connect to the internet to reinstall the OS. Any suggestions?

If you're unable to connect to the internet on your Mac, we recommend that you try the steps here: If your Mac isn't connecting to the internet over Wi-Fi

1) Restart your Mac
2) Check date and time and update macOS
3) Check VPN or other security software
4) Use the built-in diagnostic tools
5) Update the Wi-Fi router
6) Try a different network or contact your ISP
