I cannot get access to my shared albums. There is no option to turn on shared album in iCloud section. When I go to photos the shared album is grayed out.
I went to an Apple Store and they reset the phone and it came back. But now it is gone again.
iPhone 12 Pro, iOS 17
The option to turn on the Shared Albums should be in
Settings > Your name (AppleID) > iCloud > Photos (way down at the bottom of iCloud Photos)
Have you looked there? Not directly under iCloud, but iCloud > Photos?
Then it should appear again under Settings > Photos Shared Albums as well.

Yes - I have tried to look there and photos is not an option to click on after I go to iCloud. It’s really odd and the guy at the Apple Store was confused by it too. But photos does not show up under apps using iCloud.
