Every time I start my Apple TV HD (running tvOS 17), the Control Center is always OPEN at launch. Super irritating to click to close it and I can't find settings anywhere for it. Anyone know of a way to force it to default to "closed" on starting up the Apple TV?

You can close the Control Center with these steps:
Press the Back button(Siri Remote 2nd generation or later) or
button (Siri Remote 1st generation).
If you'd like to see settings added for the Control Center, you can submit that suggestion to Apple through their feedback site: Product Feedback
