Changing country

I have a 0.02$ in my app store account. I want to change country but it is not allowing me before i spend the whole amount. whats the solution please?

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
