The screentime function on my iPad has been showing a constant use of apps like YouTube and Instagram for like 17 hours a day or more, for a couple days now, even though I haven't been using them at all.
I also have a time limit set for them which locks the apps after 1 hour of use.
Everytime I open my iPad, all my apps are locked with it, even though I did not use them.
Please remedy this or help me figure out why this is happening.

I would recommend disabling screentime and then turning it back on again, and seeing if that fixes your issue.
To do this, go to: Settings -> Screentime -> Turn Off App & Website Activity
If this doesn't fix this issue, please let me know.

It might not be just YouTube and IG it counts other things as entertainment
