The Find My search feature is for your devices (and optionally the devices of family members when part of a Family Sharing group).
To help others find their devices, use the web interface instead, where they can sign in with their Apple ID account. www.iCloud.com/find

If you can't find the device: If Find My wasn't turned on for this device before it was lost, it won't appear in Find My or at iCloud.com/find and it can't be put in Lost Mode. To protect their personal information, they should change their Apple ID password right away. They might want to change their password for other accounts, too.
