Switch back to old iphone with older iOS

Is possible to switch back to old iphone with older iOS?

I need transfer data from iPhone 8 Plus (iOS 16.7) to iPhone 7 (iOS 15.6).

Sorry, but no you can't do that. It's not possible to transfer the data from an iPhone running a higher iOS version than the older device has and your iPhone 7 is not capable of running iOS 16.
