If you look at countries and modern numbers in Apple Watch - Carriers - Apple you will see that USA and India both use the same hardware versions for Apple Watch Series 9. That means the watch will be compatible at a technical level and should work in Indian networks.

However, some networks in India have been reported as refusing to activate an Apple Watch which was purchased elsewhere and imported privately. Although this is a historic problem and might now be resolved, I strongly recommend that you should contact your preferred network in India and confirm they will accept the imported watch.

Also be aware you might hit problems if you need to make a warranty or AppleCare+ claim outside the country where the device was purchased.

That is determined by the cellular carrier you choose to use in India. Cellular carriers must support the Apple watch. If they don't then you are out of luck.
