The ability to block a user from clearing all of Safari history is useless if they can still delete each webpage individually in the history when Safari is open. Is there anyway to prevent the left slide and delete option that appears in Safari history panel?

If so, this is expected behavior from macOS. We'd advise leaving feedback for Apple Support if there's tweaks to Safari options or preferences you'd like to see.

This issue is Safari on an Ipad. Even if you block clearing the entire Safari history in settings, each individual webpage listed in Safari history sidebar can still be deleted.
