people & pets album not working

It looks like Apple states the following about the setup process:

Your iPhone or iPad must be locked and connected to power during the detection process. This process could happen quickly or take up to a few days to complete.

Now if it has been weeks since you tried setting up the album and it's still detecting, you'll want to contact Apple and report that issue: Get Support
