What is happening when you try to boot from macOS recovery? If you cannot boot from macOS recovery and are having an Intel mac, please try and reset the NVRAM and the SMC

Reset the SMC of your Mac - Apple Support
After you’ve followed these steps, please try and boot from macOS recovery again
