Two factor authentication

Two of us use the same Apple ID. Will the two factor thing be on both of our iPads?

can one person have it and not the other?

If you both have the same Apple ID and you turn on two-factor authentication, any Apple device using that Apple ID will become a trusted device the first time that you sign in with it. Two-factor authentication protects your Apple ID, not your devices. If one of you turns it on, it is on for your Apple ID not matter who or what device is using it.
