In Xcode Simulator, I can't add a new device because I can't select the OS version. The list is empty. The problem occurred with macOS Monterey. Currently, macOS Sonoma is installed, but the problem remains the same.

Thank you! That was my issue too. If anyone else is wondering where: Xcode Settings -> Platforms tab -> iOS 17.0 was not installed in my case, yet iOS 17.0 Simulator was. Installing iOS 17.0 fixed my issues.

The problem is solved. I noticed that iOS was deleted from Xcode.
Remove Xcode, restart, re-download and re-install, then try a different login, etc., if that was not already tried.
Then send feedback to the Apple Developer folks, and revert to Xcode 14.3.1 until Apple sorts it out.
