Why are my icloud photos being downloaded in HCIC rather than JPEG suddenly

When I download from iCloud they are HEIC files instead of JPEG as they used to be. This is not convenient to then use the photo in other ways. Icloud Photos now downloading in HEIC format Today I suddenly have icloud photos downloading in HEIC format and I have to sign in and pay 0.79 to download to do this. Why are they no longer in Jpeg as previously. I am using Iphone 11 and this has only just happened

I chose 'Most Compatible' but it downloaded it as HEIC.
