Apple Watch Contacts Pending for Family Setup

APPLE WATCH CONTACTS for Family Share
I have 2 apple watches for kids using FAMILY SHARE. One watch allows me to edit contacts and the other watch says PENDING and wont allow me to add or delete contacts. What is up I have read several threads that others experience the same issues. have reset etc....no help at all. HOW and WHERE does the request go that is PENDING to my kids watch and can anyone let me know how this was fixed. APPLE you have an issue here...
ANSWER:
It's quite easy to fix this issue. On the family organizer/parent's iphone go to Settings>Apple ID>Family Sharing>Screen Time>(Select family member who's contacts to manage)>Communication Limits. Then toggle Manage xx's Contacts off then back on. On the child's watch click allow to manage contacts. Now you will be able to manage child's contacts on parent's iphone.
