No. You need two. See the following from About Security Keys for Apple ID - Apple Support
- At least two FIDO® Certified* security keys that work with the Apple devices that you use on a regular basis.
This is primarily a user-to-user support forum; other Apple users like you. We don't have access to unpublished information from Apple and I'm not aware of anything they have published about why and speculation isn't allowed on this forum.
