The last picture you posted is not showing an iPhone 11 (which can be updated to iOS 17 or later version), as per the products list below your question.
That picture shows an earlier (very old) model, and reading the message, the latest supported iOS version is 15.8 (so il might be a 6s, 6s+, 7, 7+ or SE 1st generation model)
That said, what happens when you try to update it? What error message are you getting?
