how to recover apple id password in case of death of kin

My uncle had a sudden demise. His wife my Aunt who is now trying to access important information on his iPhone does not have the Apple ID password, nor access to recovery email. Is there a way to contact apple with original bill and death certificate and proof of their relation to reset his apple id password.
