I have an iPhone 15 plus on iOS 17.0.2 and an Apple TV 4K on the latest OS too. FaceTime camera continuity does not work, a blank screen appears instead of what the camera is pointed at. Partners iPhone 11 works fine though.
Ive restarted the Apple TV, iPhone, checked if continuity is turned on.
I figured it out. Partner's Apple ID is being used on the Apple TV. He added my Apple ID to it under Settings as another user. Once my password was entered and all validated, the continuity camera started working for my phone too.

Im also experiencing this issue with the iPhone 15 Pro Max (updated to latest software) and Apple TV 4k (also updated to the latest software). Continuity camera is not working. I have also tested on a second apple TV 4K and my wife's iPhone 12 Pro Max. Changing profiles on our TVs has not resolved the problem.
Ensure that both accounts are logged in, sometimes Apple TV makes a user appear logged in but when you go into the user profile it prompts for a password again, usually to get you to accept a policy change
I am having the same issue - as Murphy's Law goes, I really need it right now too.
