Unable to change country/region

I can't change my country/region in app store for some reason, when I choose Serbia and click agree, nothing happens, it's stuck on confirmation page.

iPhone XR, iOS 17

cannot change country/region why can't i change my country/region. it is set to US but i don't live in the US and every time i go to change it a message "You cannot change the storefront information for your account at this time.
