Apple Watch update requests iPhone update

Opening the update section in the "Watch" app on iPhone says "Update iPhone First".

iPhone X is already at 16.6.1, and says that is the latest.

Apple Watch Series 4 seems to be at version 9.6.2, according to the "About" section in the "Watch" app.

What s going on, how could this be fixed?

Apple Watch Series 4, watchOS 9

Thank you for all the helpful replies. So Apple basically discontinued Watch updates for customers with older phones - seemingly including security updates.

Maybe European Commission will one day get to them and prohibit the practice of updates to one device being restricted to another device...
