Assuming that your iPad is not centrally managed and/or has restrictive policies applied, your device Passcode can be removed from iPad settings:
Settings > TouchID | FaceID & Settings > Turn Passcode Off
Be aware that removing the device Passcode will disable much of your iPad’s advanced functionality - such as TouchID/FaceID and Keychain stored passwords.
