1 - I created a smart playlist - call it "A".
2 - I then created another smart playlist - call it "B", that depends on "A".
3 - B has 2 rules:
"Playlist is A".
"Rating is greater that 2"
3 - When I examine the smart playlist B, I notice that one of the songs in A that has a rating of 3 does not show in B, even though it obviously satisfies both rules of B.
4 - Seems like a bug to me.
Are both lists set to update automatically? Is list B limited to checked items? Try launching Music with option+cmd held down which opens it in its safe mode and may sometimes resolve odd issues such as this.

Yes, both lists are set to update automatically (Live updating). None of the lists are limited to checked items. I tried your suggestion and that didn't resolve the issue.
Update: tried the suggestion from @turingtest2 and after restarting Music, the problem is gone.
