Why is a member of my family unavailable for sharing my Apple Card

My husband and daughter are both in my family. When I go into my Apple Card only my daughter is available for sharing. It says my husband is unavailable for sharing. His phone is up to date, his birthday is correct, his apple pay is set up and the region is correct on his phone. Not sure what else I can try. Please help

Adult Family Member Unavailable for Sharing Hi, I'm a apple card owner and I'd like to add another apple id as participant/co-owner, the account is already in my family sharing group, but it is shown as "Unavailable for Sharing" when I click share card. I made sure that I'm qualified for all the requirements in Set up Apple Card Family and add a co-owner and participants - Apple Support. Both iPhones are in the latest iOS version, the region is set to US. Please help here, thanks.

Payment Verification in Family Sharing - Can’t click ‘Done’ My family is set up with family sharing. I am the main. My account has a credit card verified and tied to it. On my wife’s phone, I cannot buy anything. If I go into Payments and Shipping on her Apple ID, it shows my card and says it needs to be verified. When I try to go in, it asks me for the CVV number. I enter it and click Done on the keyboard. I then go to click Done on the screen and it is greyed out. I have tried removing my card, adding again. Adding a second card. All of the time it will not allow me to click Done to verify my card on my wife’s phone.

Does your husband have his own Apple ID? If he has more than one Apple ID, which one did you invite? Does you husband use a VPN? Is his Apple ID region set correctly?
